Modernization Project
The Moreno Compressor Station is located approximately 40 miles north of SDG&E®’s service territory in the City of Moreno Valley in Riverside County and is owned and operated by SDG&E as part of the integrated natural-gas-transmission system with SoCalGas.The facility, which has been operating safely and reliably since the 1950’s, is critical in providing gas supply for customers who rely on natural gas for heating, cooking, hot water and power.
The Moreno Compressor Station boosts pressure into the SDG&E and SoCalGas natural-gas-transmission lines serving Riverside and San Diego Counties. It’s a critical facility to provide safe and reliable natural gas to the customers and residents in this region.
It delivers over 95 percent of the natural gas that is consumed in San Diego County, including residences, businesses, hospitals, schools and power plants. Any loss of compression may be insufficient to maintain service to SoCalGas customers south of Moreno Valley and SDG&E customers.
The modernization of the nearly 75-year-old infrastructure is required to comply with South Coast Air Quality Management District (South Coast AQMD) air-emissions requirements. In June 2021, SDG&E submitted a Permit to Construct (PTC) application for the Moreno Compressor Station Modernization Project to comply with recent air-quality rule changes.
The main purposes of the project are to:
- Comply with South Coast AQMD Rules 1100, 1110.2 and 1134 under which South Coast AQMD is sunsetting its RECLAIM (Regional Clean Air Incentives Market) program for nitrogen oxide (NOx) emissions and is transitioning to a command-and-control structure with equipment specific emissions limits. This will result in an estimated 95 percent reduction in permitted NOx.
- Modernize the Moreno Compressor Station through the replacement of aging natural gas fueled compressors with a combination of new natural-gas-fueled and electric-driven compressors that will achieve significant reductions in NOx emissions.
- Enhance reliability by modernizing aging equipment and ancillary systems.
About the Project
The compliance-driven project involves the upgrade and modernization of critical natural-gas infrastructure at the Moreno Compressor Station in Moreno Valley to meet South Coast AQMD’s RECLAIM sunset requirements and reduce permitted levels of NOx emissions at the facility.
The principal component of the Project will retire nine aging gas compressors that were installed between the 1950’s and the 1990’s with new state-of-the-art equipment and upgrade station equipment with:
- Two electric-driven compressors; and
- Two new lower-emission, turbine-driven compressors
The Moreno Compressor Station is key in supplying customers who rely on natural gas for heating, cooking, hot water and power. In fact, the Moreno Compressor Station contributes to the delivery of over 95 percent of the natural gas that is consumed in the County of San Diego, including residences, businesses, hospitals, schools and power plants.
The South Coast AQMD approved SDG&E’s application on July 9, 2026.
